Description
Allegheny County Commissioner John J. Kane (center) participating in ceremonies of the first diesel powered suburban commuter service. On September 23, 1947, the Allegheny County Board of Commissioners appointed a Smoke Control Advisory Committee to study smoke conditions in the county and to make recommendations for the regulation of the production and emission of smoke emanating from chimneys, smokestacks, or other sources within Allegheny County’s limits. Eleven railroads cooperated with the Allegheny County Smoke Control Ordinance in 1949 by spending about $100 million to purchase over 360 diesel locomotives, improving power plant equipment, and installing air jets on existing locomotives. In addition, the railroads started smoke control classes for its engineers, firemen, hostlers, and other employees.
