The Group Against Smog and Pollution (GASP) was a Pittsburgh and Allegheny County area citizens action group founded in 1969. Membership in this group was not limited to professionals such as scientists, doctors, lawyers, and teachers but included housewives and anyone interested in their health. In order to meet the organization's goal of preventing and reducing the existing forms of ecological degradation, Mrs. Michelle Madoff, the organization's founder, used a number of acting standing committees in the medical, legal, scientific, and water and air pollution areas. These groups took legal action, wrote medical opinions, and kept an eye on major polluters of the area. They were very active in attending and testifying at hearings and it was due to their participation that many laws were changed. Many of the laws accepted by the Allegheny County Commissioners were written by committee members and became the toughest laws in the country for pollution.
Scope and Content Notes
Series have been designated for the Original Records of the group and the Pollution that GASP was fighting against. Within the Pollution Series three subseries: General, Air and Water were developed to look at pollution as a whole. The Air and Water subseries are especially important to the collection because they are the major pollution factors in Allegheny County and Pittsburgh. These papers include correspondence, news clippings, publicity, pamphlets, reports, land policies, laws, studies and other sundry items showing the need for the GASP organization to take its roots and hold in the Pittsburgh area and Alllegheny County.

The Pollution Series is housed in seven archival boxes and is arranged alphabetically with three subseries. Subseries have been designated for General, Air and Water Pollution. Each of the subseries are arranged alphabetically by folder title. The subseries on General Pollution deals with both air and water pollution when they cannot be separated from each other. Energy is also briefly discussed in relation to the problems that affect air pollution.
The subseries on Air Pollution includes articles, laws, news clippings, pamphlets, reports, studies, and information on transportation. The information on transportation deals directly with air pollution, how to clean it up by the use of public transportation, and includes a study completed by the Port Authority Transit. The Clean Air Act make up the bulk of the materials in this subseries. Included are correspondence with other agency groups, with senators and other political figures discussing the need for environmental change and awareness, and the institution of acts and laws both nationally and statewide.
The subseries on Water Pollution includes articles, laws, pamphlets, reports, pamphlets and permits for water discharge and treatment. Information is included on the Clean Water Act, including correspondence into the development of articles and laws both nationally and statewide. Information regarding the Environmental Protection Agency's implementation, regulations, pamphlets and laws help one to see its importance in the nation and Pennsylvania's ability to protect its vital water supplies. The Southwestern Pennsylvania Regional Planning Commission (SWPRPC) material contains committee reports and studies conducted on water pollution in order to compile the eleven chapter Comprehensive Water Quality Management Plan, designed to raise awareness into the pollution issue and how to solve it.
