Abstract
The Allegheny County Air Pollution Advisory Committee was created by the Department of Public Health to help monitor air pollution levels in Allegheny County. The collection includes meeting minutes, membership lists and correspondence, and subcommittee's meeting minutes, 1959-1986. The records also contain subject files relating to studies as well as correspondence with citizens groups focusing on the environment.

History

The Allegheny Air Pollution Control Advisory Committee was established July 5, 1960. Its purpose is to recommend to the Board of Health additions and changes to the rules and regulations, as well as to counsel on material relative to the control of air quality in Allegheny County.

The Allegheny Air Pollution Control Advisory Committee had several subcommittees under its management. The following three are the best documented within the collection.

The Sulfur Dioxide subcommittee monitored Electrical Power Plants, Metallurgical, and Fuel Availability. The subcommittee's focus was to review the technology-cost-reliability interchange for existing and near-term sulfur emission control processes that could be used by Allegheny County industry. The subcommittee made recommendations for changes to Implementation Plans as well as clarifying laws on industry plants pollution output.

The subcommittee on Coke Quenching controlled the quality of water during the coke quenching process. This subcommittee tried to eliminate the possibility of contamination of water by other pollutants in industry plants previous to disposal.

The subcommittee on Ambient Air Quality was responsible for monitoring "hot spots". They also obtained data regarding the air quality in areas of both high and low population density. This subcommittee was responsible for minimizing the effect of adverse publicity that arose from air quality reports by releasing regular information explaining their program.

Scope and Content

This collection reflects the activities of the Allegheny County Air Pollution Advisory Committee, 1959-1986. The records include the activities of various subcommittees as well as reports, correspondence and other papers submitted or dealing with the Advisory Committee. The collection has been organized into the following three series: Series I. Allegheny County Air Pollution Air Committee (ACAPC), Series II. ACAPC Subcommittees, Series III. Subject files, 1955-1976.
