Description of the photograph reads, “Front row left to right – Major General Levin H. Campbell, Jr., chief of ordnance; Lieut. Col. Robert C. Downie, district chief at Pittsburgh; H. E. Lewis, standing at extreme left chats with one of the industrialists seated at meeting in plant at McKeesport.” These military officials were part of an inspection tour at the Jones & Laughlin Steel Corporation’s McKeesport Works facility. The McKeesport Works, previously a tin plate plant owned by McKeesport Tin Plate Company, was acquired by Jones & Laughlin Steel Corporation in 1940 on a temporary basis for use in producing shells and bombs for the war effort. The McKeesport Works, the primary facility for munitions production at Jones & Laughlin Steel Corporation, housed one of the largest shell production lines in the United States.
