Description
Downtown Pittsburgh from the south end of the Smithfield Bridge showing the extent of air pollution during a typical day before smoke control was implemented. (Note: Refer to Collection No. MSP285.B021.F16.I01 for a view of the same area after smoke control was implemented). On September 23, 1947, the Allegheny County Board of Commissioners appointed a Smoke Control Advisory Committee to study smoke conditions in the county and to make recommendations for the regulation of the production and emission of smoke emanating from chimneys, smokestacks, or other sources within Allegheny County’s limits. The Smoke Control Committee investigated and studied the potential problems of smoke pollution and periodically reported to the Board of County Commissioners with regulation and abatement recommendations. In 1949 the City of Pittsburgh was joined by the Allegheny County Board of County Commissioners to fight for smoke control and to adopt a County Smoke Control Ordinance.
