This is a front and end view of the officers' quarters of the U.S. Allegheny Arsenal in Pittsburgh, Allegheny County. The arsenal was built between 1814 and 1820. This photograph is found on p. 266 of Stotz's 1936 book entitled Early Architecture of Western Pennsylvania (image A1-86l).
