Description
An elderly man in a three piece suit wears a hand lettered sign reading Paying Election Bet." He is pushing a two-wheeled cart containing another man holding a dog. They are on the sidewalk in front of Hill's Flowers, Dave Hill proprietor. Both men are wearing suits, clothing dates to ca. 1944-1954."
