Description
In the late 1960s the City of Pittsburgh underwent a massive urban renewal program costing approximately $15.3 million. The Urban Redevelopment Authority (URA) of Pittsburgh focused on the development of residential areas, as well as commercial properties. A number of neighborhoods received funding to improve the living arrangements of its residents including the Manchester section of the North Side, which received $3.8 million, the Middle Hill District, which received $5.1 million, and the Roberts-Devilliers section of the Lower Hill District including Center and Wylie Avenues, which received $3.6 million. This community renewal program was part of the Federal Neighborhood Development Program (NDP). In addition to the rehabilitation of housing properties and the construction of new residential structures, the NDP program also provided for the construction of recreation areas and the upgrading of streets, sidewalks, and sewers.
