Description
Caption on the back of the photograph reads, “As part of the program of the United Smoke Council of the Allegheny Conference on Community Development to arouse public interest and support in smoke control, these girls devised their own smoke control apparatus to solve the problem of shopping in the deep smoke pall that frequently blanketed the city before Pittsburgh’s smoke ordinance became fully effective on October 1, 1947.” In 1949 the City of Pittsburgh was joined by the Allegheny County Board of County Commissioners to fight for smoke control and to adopt a County Smoke Control Ordinance.
