Description
The first contract for preparing the plans for the new Penn-Lincoln Parkway was given to Michael Baker, Jr. of Pittsburgh in November 1943. The estimated cost of the project at the time was $20 million. Cutting into hillsides to avoid Second Avenue (road at right) and the Baltimore and Ohio Railroad tracks (right), the new Parkway would eventually connect with the new Fort Pitt Boulevard (a multi-level street to relieve downtown Pittsburgh congestion after replacing Water Street along the Monongahela River).
