Description
The First National Bank Building at Wood Street and Penn Avenue in Wilkinsburg, Pennsylvania, undergoing outside surface cleaning of soot and grime caused by air pollution, which was prevalent in the area prior to smoke control measures implemented in the late 1940s and early 1950s. On September 23, 1947, the Allegheny County Board of Commissioners appointed a Smoke Control Advisory Committee to study smoke conditions in the county and to make recommendations for the regulation of the production and emission of smoke emanating from chimneys, smokestacks, or other sources within Allegheny County’s limits. The Smoke Control Committee investigated and studied the potential problems of smoke pollution and periodically reported to the Board of County Commissioners with regulation and abatement recommendations.
