In the earliest days of WQED-TV, the first educational television station in the United States, public service programming was very important. Here, seated left to right, Pennsylvania State Senators Theodore H. Schmidt of Pittsburgh and Rowland Hays of Titusville discuss “The Legislative Process on the State Level” on the first program of “It’s Your Politics.” Moderators were (standing left to right) Dr. William J.
